1. A base station, comprising:
a transmitter;
a receiver; and
processing circuitry coupled to the transmitter and the receiver, the processing circuitry configured to
establish a frequency band combination for user equipment,
cause, using the transmitter, the user equipment to deactivate uplink transmission capability based on potential interference with the frequency band combination,
cause, using the transmitter, the user equipment to determine a signal-to-interference ratio associated with a signal, and
downgrade transmission data or downgrade reception data based on an indication of the signal-to-interference ratio received from the user equipment.
