1. A wireless communications method comprising:
receiving, by a first wireless device from a wireless base station, a first message, said first message indicating that the first wireless device is responsible for managing an uplink resource grant schedule for the first wireless device; and
in response to receiving the first message, switching, by the first wireless device, from operating in a first mode of operation to operating in a second mode of operation;
wherein in said first mode of operation, said first wireless device receives its uplink resource grant schedule from the wireless base station, said wireless base station being responsible during said first mode of operation for managing the uplink resource grant schedule for the first wireless device;
wherein in said second mode of operation, said first wireless device is responsible for managing the uplink resource grant schedule for the first wireless device; and
wherein said wireless base station communicates said first message to the first wireless device in response to receiving a transmission power down command from a resource management system.
