1. A method of mitigating inter-region interference for a plurality of regions serviced by a plurality of RAN (Radio Access Network) base stations, the method comprising:
for each region serviced by each particular RAN base station:
identifying a set of one or more sub-regions receiving interfering signals from other RAN base stations;
specifying, for each particular sub-region in the identified set of sub-regions that receives interfering signals from the particular RAN base station and another RAN base station,
(i) an allow policy that identifies an allowed first set of carrier resources of the particular RAN base station that are to be allocated to a set of one or more user equipments operating in the particular sub-region, and
(ii) a block policy that identifies a blocked second set of carrier resource of the other RAN base station that correspond to the first set of resources and that cannot be allocated to the set of user equipments operating in the particular sub-region; and
distributing the specified allow and block policies to the RAN base stations;
wherein the first set of carrier resources are a first set of PRBs and the second set of carrier resources are a second set of PRBs that match the first set of PRBs but are the PRBs that are carrier resources of the other RAN base stations.
