1. A ballistic sound reducing panel, comprising:
a frame;
a front porous sheet disposed in the frame for enabling sound to enter into the sound reducing panel;
a sound absorbing member for dissipating sound entering into the front porous sheet;
a ballistic plate located within the frame for inhibiting penetration of ballistic projectiles and shrapnel;
a ricochet plate framed about the ballistic plate for arresting ricocheting ballistic projectiles and shrapnel;
a fragmentation containment layer adjacent to the ballistic plate for inhibiting high energy fragmentations leaving the surface of the ballistic plate;
a spall reducing membrane overlaying the fragmentation containment layer for encapsulating ricocheting fragments from the ballistic plate; and
a rear sheet disposed in the frame.
