1. A hard surface cleaning concentrate packet, comprising:
a water soluble film;
a concentrated hard surface cleaning composition, comprising:
15 to 50 wt %, based on weight of the concentrated hard surface cleaning composition, of a glycol ether of formula I
R1—O—[CH2CH(R2)O]a—H  (I)
wherein R1 is a linear or branched C2-8 alkyl group; wherein each R2 is independently selected from the group consisting of a hydrogen and a methyl group; and wherein a is 1 to 3;
20 to 60 wt %, based on weight of the concentrated hard surface cleaning composition, of a nonionic surfactant of formula II

wherein w is an average of 5 to 40; wherein R3 is selected from the group consisting of a hydrogen and a linear or branched C1-20 alkyl group; wherein R4 is selected from the group consisting of a linear or branched C1-20 alkyl group and a linear or branched C1-4 hydroxyalkyl group; wherein each R5 is independently selected from the group consisting of a hydrogen, a methyl group, an ethyl group, a n-propyl group, an iso-propyl group, a n-butyl group, a 2-butyl group and a 2-methyl-2-butyl group; and with the proviso that sum of the total number of carbon atoms in R3 and R4 is 5 to 21; and
15 to 60 wt %, based on weight of the concentrated hard surface cleaning composition, of a tertiary amine;
wherein the water soluble film encapsulates the concentrated hard surface cleaning composition.
