1. A method performed in a wireless communication device (WCD) in communication with a network having a plurality of base stations, the base stations being associated with respective cells, the method comprising:
the WCD determining, for each cell of the cells, a reference time of arrival and an additional time of arrival, the reference time of arrival and the additional time of arrival being determined based on a signal received from the cell;
the WCD transmitting a report to the network, the report comprising a relative time of arrival for each of the cells, wherein the relative time of arrival represents a difference between the additional time of arrival and the reference time of arrival.
