1. A handheld evaluation device comprising:
a cylindrical housing having a longitudinal axis;
an image recorder positioned on the cylindrical housing and configured to capture at least one of still images or video images;
a function switch configured to operate the image recorder;
a plurality of timers, each of which is associated with one or more portions of a substance evaluation protocol, the substance evaluation protocol including the performance of a plurality of nystagmus tests; and
processing circuitry coupled to the image recorder, the function switch, and a plurality of actuators operatively associated with the plurality of timers, wherein each actuator of the plurality of actuators is backlit, the processing circuitry configured to
initiate a first timer of the plurality of timers in response to detecting activation of a first actuator of the plurality of actuators, thereby initiating a first nystagmus test of the plurality of nystagmus tests,
activate the image recorder in response to detecting operation of the function switch,
provide feedback associated with the first timer and at a plurality of predetermined times,
determine completion of the first timer,
store in memory the at least one of still images or video images captured by the image recorder, and
provide, in response to completion of the first timer and via a backlit actuator, a visual cue to the user indicating a next actuator of the plurality of actuators corresponding to a next nystagmus test to be selected from a predetermined order of the plurality of nystagmus tests.
