1. A terminal, comprising:
a receiver that receives a higher layer signaling on a configuration of media access control (MAC); and
a processor that ignores an uplink (UL) grant whose prioritization is configured as indicated in the higher layer signaling, based on a New Data Indicator (NDI) transmitted with the UL grant indicating a retransmission in MAC and a determination that the UL grant is not a prioritized UL grant,
wherein the processor determines that the UL grant is the prioritized UL grant based on the UL grant being a configured UL grant, and determines that the UL grant is a de-prioritized UL grant based on the UL grant being a dynamic UL grant that overlaps with a configured UL grant.
