1. A device, comprising:
a processing system including a processor; and
a memory that stores executable instructions that, when executed by the processing system, facilitate performance of operations, the operations comprising:
obtaining, for each of a plurality of subscribers to a wireless service that uses a licensed radio spectrum, a respective user profile;
determining, based upon a particular user profile of a particular subscriber, that the particular subscriber has access to a Citizen Band Radio Spectrum (CBRS), resulting in a determination;
responsive to the determination being that the particular subscriber has access to the CBRS, generating an instruction to a user device of the particular subscriber to utilize the CBRS;
transmitting the instruction to the user device of the particular subscriber;
storing a plurality of parameters and preconfigured rules to enable or disable the CBRS over a licensed cellular spectrum for the particular subscriber, wherein the plurality of parameters comprise remaining plan data or plan minutes of the particular subscriber, a quality of experience based on radio access network (RAN) speed and bandwidth, geographic triggers configured to tie the CBRS with one or more geographic locations, a roaming state based on preconfigured preferences of the particular subscriber, and network capacity usage; and
based on the plurality of parameters and the preconfigured rules, making a decision to selectively enable and disable the CBRS over the license spectrum for the particular subscriber, wherein the selectively enabling and disabling further comprises instructing the user device of the particular subscriber to handoff to a CBRS access node, wherein the selectively enabling and disabling further comprises allowing the user device of the particular subscriber to use one of the licensed cellular spectrum and the CBRS based on the preconfigured rules including a preference of the particular subscriber.
