1. A method implemented at a user equipment (UE), the method comprising:
detecting user initiation of a call during a handover process to attempt to switch the UE from a first network to a second network; and
selectively delaying an initial transmission of a call initiation message from the UE responsive to detecting the user initiation of the call during the handover process, the selectively delaying comprising:
starting a timer of a predetermined duration responsive to detecting the user initiation of the call during the handover process, and
refraining from transmitting the initial transmission of the call initiation message while the handover process is not completed or the timer has not expired.
