1. A decoder for decoding of a picture from a data stream, the picture comprising a plurality of blocks, the decoder comprising a processor configured to:
determine an intra-coding mode for a block of the plurality of blocks, wherein the block is partitioned, along a partition dimension, into at least two partitions;
derive a prediction for a current partition of the block, using the intra-coding mode for the block, based on one or more already reconstructed samples neighboring the current partition,
determine whether the current partition is a last partition in the block according to a partition order;
in response to a determination that the current partition is not the last partition in the block according to the partition order, decode a partition flag for the current partition from the data stream;
in response to a determination that (i) the current partition is the last partition in the block, according to the partition order, and (ii) a respective partition flag is zero for each previous partition in the block according to the partition order, infer the partition flag for the current partition to be one without decoding it from the data stream;
in response to the partition flag for the current partition being equal to one, decode transform coefficients for the current partition from the data stream;
in response to the partition flag for the current partition being equal to zero, infer the transform coefficients for the current partition to be zero; and
reconstruct the current partition based on the prediction and the transform coefficients.
