1. A method performed by a user equipment (UE), the method comprising:
selecting at least one synchronization signal block (SSB) resource ID based on measurements of a second signal block, wherein the second signal block comprises a system information block (SIB) in 5G new radio (NR) that is spatially quasi co-located (QCLed) with the selected SSB resource ID and wherein the UE sweeps multiple reception (RX) beam candidates over multiple SIB occasions QCLed with a same the SSB resource ID, wherein measurement metrics from the SIB are combined with measurement metrics from the selected SSB resource ID which is QCLed with the multiple SIB occasions;
generating a beam reporting message including the selected SSB resource ID; and
transmitting the beam reporting message to a base station.
