                wherein N is a positive integer, and the target HARQ-ACK is acknowledgment or negative acknowledgment,
                wherein the at least one target HARQ-ACK meets the following:
                when the target HARQ-ACK is the negative acknowledgment, a quantity of target HARQ-ACKs is greater than or equal to a first preset value;
                when the target HARQ-ACK is the acknowledgment, the quantity of the target HARQ-ACKs is less than or equal to a second preset value;
                when the target HARQ-ACK is the negative acknowledgment, a proportion of the target HARQ-ACK is greater than or equal to a third preset value; or
                when the target HARQ-ACK is the acknowledgment, the proportion of the target HARQ-ACK is less than or equal to a fourth preset value,
                wherein the first preset value, the second preset value, the third preset value, and the fourth preset value are specified in a protocol or configured by a network.
