1. A computer implemented method comprising:
segmenting a selected geographic area into a set of three-dimensional (3D) blocks for a selected range of altitudes;
for each of the 3D blocks in the set, calculating over a plurality of time periods, by at least one processor, a first wind metric over the selected geographic area, wherein the first wind metric reflects instantaneous turbulence;
generating a first data set of the first wind metric based on combining a plurality of the 3D blocks into kernels, wherein each of the kernels includes a number of neighboring ones of the 3D blocks;
for each of the 3D blocks, calculating over the plurality of time periods, by the at least one processor, a second wind metric over the selected geographic area, wherein the second wind metric reflects a horizontal wind gradient near obstacles;
generating a second data set of the second wind metric based on the combining of the plurality of the 3D blocks into the kernels;
combining, by the at least one processor, the first data set and the second data set into a combined data set representing a combination of the first wind metric and the second wind metric; and
creating an overlay representation of the combined data set, wherein the overlay representation comprises a hazard severity index based on the combined data set; and
generating a flighted vehicle navigation path based at least partially on the hazard severity index.
