1. A traffic signal control device comprising:
a location determination unit configured to determine a location of an emergency vehicle; and
a traffic light management unit configured to transmit a traffic signal control command to a traffic light controller, wherein the traffic signal control command controls an output of Don't walk information to a region displaying the Don't walk information in a pedestrian traffic light near the emergency vehicle, and controls an output of information indicating an emergency situation related to the emergency vehicle to a region surrounding the region displaying the Don't walk information-, based on information associated with an urgency level of the emergency vehicle,
wherein the information indicating the emergency situation includes an icon representing the emergency vehicle, and a shape of the icon differs depending on a type of the emergency vehicle, and the icon is outputted by adjusting at least one of brightness, size, duration, number, and output speed with reference to the urgency level.
