1. A device for optical coupling comprising:
a waveguide disposed on a substrate of a chip;
a mode converter disposed around the waveguide and arranged for modal coupling of light transmitted to or from the waveguide, wherein:
the mode converter is parallel to a long axis of the waveguide;
the mode converter extends past an end of the waveguide; and
at least a portion of the substrate is removed from under the mode converter, so that the mode converter extends beyond the substrate of the chip.
