1. A vehicle control system for modifying operation of a vehicle, comprising:
at least one processor; and
a memory accessible by the processor and having software stored thereon, that, when executed by the at least one processor, causes the vehicle control system to perform a set of operations comprising:
receiving, from a handheld device, a compliance indication that indicates compliance with a set of conditions;
based on receiving the compliance indication from the handheld device, causing driving of the vehicle under a normal mode of vehicle operation;
determining the compliance indication is no longer received from the handheld device; and
in response to determining the compliance indication is no longer received, causing driving of the vehicle under a degraded mode of vehicle operation.
