1. An M-cell targeting and pH-responsive starch-based carrier material, having a molecular structure as follows:

wherein the M-cell targeting and pH-responsive starch-based carrier material has a molecular weight of 7.04×104 to 2.1 1×106 g/mol, a degree of substitution of carboxymethyl groups of 0.04 to 0.28, and a grafting amount of a targeting peptide GRGDS of 0.01% to 1.12% based on the content of N; and that the Rs are H or R1 or R2 represents that in the molecular structure, a portion of R are H, a portion of R are R1, and a portion of R are R2.
