1. A communication management system, comprising:
circuitry configured to:
share a stroke image between a plurality of terminal apparatuses holding a videoconference, the plurality of terminal apparatus including a first terminal apparatus and a second terminal apparatus;
perform determination as to whether at least one piece of stroke data, of a plurality of pieces of stroke data representing the stroke image, is restricted by the second terminal apparatus from being operated; and
restrict the second terminal apparatus from operating the determined at least one piece of stroke data and allowing the first terminal apparatus to operate the determined at least one piece of stroke data.
