1. A method comprising:
receiving a transportation request from a requester device associated with a transportation matching system;
determining an expected change in network coverage time across a plurality of provider devices based on providing the transportation request to a provider device from the plurality of provider devices by determining a signoff probability associated with the provider device based on an idle time of the provider device; and
providing, based on the expected change in network coverage time and the signoff probability, a transportation request notification to the provider device indicating the transportation request.
