1. A method of congestion control over multiple paths of network links, comprising:
for each data packet being delivered from a sender, maintaining an indication of which path of the multiple paths the data packet uses for transit;
based on the indications, determining a bandwidth and delay for each path of the multiple paths;
sending bursts of traffic over one or more of the multiple paths;
responsive to the bursts of traffic, determining whether any of the multiple paths share a constrained network link; and
upon determining that at least first and second of the multiple paths share a constrained network link, applying a congestion control algorithm to the constrained network link.
