1. A data encoding method comprising:
encoding a first point cloud frame comprising first three-dimensional points; and
generating a bitstream including encoded data and control information, wherein
the encoded data includes an attribute value of the first three-dimensional points,
the control information includes an identification of an attribute type of the attribute value,
the identification of the attribute type indicates that the attribute type of the attribute value is a frame index, and
the frame index indicates how the first three-dimensional points included in the first point cloud frame are partitioned into one or more second point cloud frames, and
each of the one or more second point cloud frames comprises a plurality of three-dimensional points with a same frame index, the plurality of three-dimensional points being included in the first three-dimensional points.
