a memory configured to store a compliance node environment; and
a processor to communicate with the memory, the processor to:
create the compliance node environment; and

in response to the sub-domain having incoming compliance relationship from multiple sub-domains with multiple compliance types, set a maximum compliance coverage for the sub-domain;
update a security coverage for the sub-domain to the maximum compliance coverage, wherein the updated security coverage is a state change of the sub-domain; and
in response the updated security coverage in the sub-domain, propagate the state change for the sub-domain to all connected sub-domains in the compliance node environment.
