1. A personal cooling device, comprising:
a first arm comprising a fan, wherein the fan comprises a centrifugal impeller;
a second arm comprising a battery and pivotably coupled to the first arm by a hinge, wherein the second arm is biased relative to the first arm about the hinge and configured to secure the device to an article by pinching the article between the first arm and the second arm;
a switch configured to detect whether an object is retained between the first arm and the second arm; and
a controller configured to activate the fan when the switch detects that an object is retained between the first arm and the second arm;
wherein the second arm is biased relative to the first arm about the hinge to bring the fan and the battery closer together.
