1. An apparatus comprising a power converter, the power converter comprising:
a switching circuit to include at least a first set of switches and a second set of switches coupled to a plurality of capacitors; and
a control circuit to generate one or more control signals, the control circuit to balance charge in the plurality of capacitors by providing the one or more control signals to cause transitions in the switching circuit between at least two states by controlling a first residence time of a first state and a second residence time of a second state,
wherein the switching circuit is coupled to a regulator and a controllable current source within a LED driver, the control circuit to adjust current drawn by the controllable current source within the LED driver.
