1. An apparatus comprising:
a splitter;
a first attenuator coupled to the splitter, wherein the first attenuator comprises:
a first input configured to provide a first control voltage; and
a second input configured to provide a second control voltage,
wherein the first control voltage and the second control voltage control a phase state of the first attenuator;
a second attenuator coupled to the splitter; and
a combiner coupled to the first attenuator and the second attenuator.
