1. A method comprising:
extending a cylindrical cutting apparatus having an inner cutting member including a cylindrical body with an open distal end and a concentric outer cutting member against a tissue, wherein the inner cutting member and the concentric outer cutting member have opposing cutting surfaces configured to radially cut the tissue orthogonally to an axis of the inner cutting member and the concentric outer cutting member;
moving distally and rotating the inner cutting member to cause an anchor tip at a distal end of the inner cutting member to pierce the tissue; and
rotating the inner cutting member and the concentric outer cutting member relative to one another to radially cut the tissue.
