1. A receiver for receiving emergency information time information, the receiver comprising:
a processor; and
a memory associated with the processor, wherein the processor is configured to receive the emergency information time information,
wherein the emergency information time information includes:
an emergency information start time syntax element being a 32-bit unsigned integer, wherein the emergency information start time syntax element indicates a start time of an aural/audio representation of emergency information, as least-significant 32 bits of a count of a number of seconds, and
an emergency information start time ms syntax element being a 10-bit unsigned integer in a range of 0 to 999, wherein the emergency information start time ms syntax element indicates a milliseconds offset from a time indicated in the emergency information start time syntax element-field.
