1. A solution comprising a plurality of cluster compounds, each cluster compound comprising a cluster of molecules comprising at least one substituted amine sulfate molecule of formula (RaNH4−a)2SO4 and at least one substituted amine bisulfate molecule of formula RaNH4−aHSO4, wherein in each amine sulfate and amine bisulfate molecule each R independently is either an alkyl substituent consisting of 1 to 6 carbon atoms or an aryl substituent and a is 1, 2, or 3, wherein the solution further comprises water, and wherein the cluster compounds are present in a concentration from about 5% to about 50% by weight.
