1. A thermal management system comprising:
a first heat source;
a second heat source;
a first pump;
a second pump;
a first cooler that cools the first heat source;
a first circulation path that connects the first cooler to the first pump;
a second cooler that cools the second heat source;
a second circulation path that connects the second cooler to the second pump;
a changeover valve moveable between a first valve position and a second valve position, in the first valve position of the changeover valve the first circulation path and the second circulation path are separated from each other, and in the second valve position the first circulation path and the second circulation path communicate with each other; and
an electronic control unit configured to cause both the first pump and the second pump to operate when:
a temperature difference between a refrigerant in the first circulation path and a refrigerant in the second circulation path is more than a predetermined temperature difference threshold,
one of the first pump and the second pump is operating and the other one of the first pump and the second pump is not operating, and
the changeover valve is set to the first valve position.
