1. A hydrodynamic barrier device comprising:
microneedles disposed on a surface;
outlets formed in the microneedles;
inlets dispersed among the outlets and formed in the microneedles; and
a pump assembly in fluid communication with at least a portion of the outlets and at least a portion of the inlets;
wherein the pump assembly is configured to form a surface-sustained hydrodynamic barrier confined on the surface by simultaneously pumping an operating fluid out of at least a portion of the outlets and pulling the operating fluid back through at least a portion of the inlets.
