1. A base station, comprising a storage, a processor, and a program stored in the storage and executable on the processor, wherein the program is executed by the processor to perform:
transmitting an activation state configuration command of a preconfigured bandwidth part (BWP) resource;
wherein prior to transmitting the activation state configuration command of the preconfigured BWP resource, the program is executed by the processor to perform:
transmitting first configuration information of the BWP to a terminal;
wherein the preconfigured BWP resource comprises: the resource of the BWP used for uplink and/or downlink data transmission; the first configuration information comprises at least one of: timing duration of a timer, a BWP index, a BWP cell index, or a frequency domain location of the BWP.
