1. A system comprising:
a transmitter at a first device;
a router coupled to the transmitter via a network; and
a receiver at a second device coupled to the router via the network, wherein the router performs operations comprising:
receiving a first packet from the first device;
receiving a second packet from the first device;
receiving a third packet from a third device via the network and the third packet addressed to the second device;
based on the first packet being addressed to the second device, routing the first packet to the second device;
based on the second packet being addressed to the second device, routing the second packet to the second device;
based on the first packet being addressed to the second device and having a first sequence indicator set, delaying transmission of the third packet to the second device; and
routing, based on the second packet having a second sequence indicator cleared, the third packet to the second device after routing the second packet to the second device.
