1. A method performed by a user equipment (UE) in a communication system, the method comprising:
receiving, from a base station, a synchronization signal;
obtaining synchronization signal reference signal received power (SS-RSRP) based on the synchronization signal; and
transmitting, to the base station, a measurement report including the SS-RSRP,
wherein an energy per resource element (EPRE) associated with the synchronization signal is derived from a parameter provided by higher layers, and
wherein, for purpose of SS-RSRP measurement, a downlink EPRE is constant across a bandwidth.
