1. A primary subsystem configured to be worn by an officer at an incident, the primary subsystem comprising:
a video camera configured to be oriented by the officer for recording the incident in a field of view of the officer;
a user interface including a display and user-operated controls;
a wired and/or wireless interface;
a processor; and
a memory comprising a buffer, the memory further storing instructions that, when executed by the processor, cause the processor to perform operations comprising:
prior to first operation of a first control of the controls of the user interface of the primary subsystem, recording first video information from the video camera into the buffer for a period of time before overwriting the first video information previously recorded in the buffer;
upon the first operation of the first control:
capturing second video information about the incident from the video camera; and
storing, in the memory of the primary subsystem, incident information comprising the first video information and the second video information;
presenting categories for classifying the incident information;
receiving, via a second control of the controls of the user interface of the primary subsystem, a selection of a category of the categories;
storing indicia of the category in the memory of the primary subsystem in association with the incident information, wherein the selection causes the indicia of the category to be stored in the memory of the primary subsystem; and
after storing the indicia of the category in the memory of the primary subsystem in association with the incident information, transferring, via the wired and/or wireless interface of the primary subsystem, the incident information and the indicia of the category from the primary subsystem.
