1. A stabilized solid composition comprising:
a preformed solid complex comprising a urea solidification matrix and an acid, wherein the urea and the acid in the solid complex are in a molar ratio from about 1:3 to about 3:1, wherein the acid is a solid or liquid organic acid and comprises at least one of: monosodium citrate, aspartic acid, and glutamic acid; and
a quaternary ammonium compound having the formula:

wherein groups R1, R2, R3, and R4 each have less than a C20 chain length, X is an anionic counteranion selected from the group consisting of chloride, bromide, propionate, methosulphate, saccharinate, ethosulphate, hydroxide, acetate, phosphate, carbonate and nitrate, and wherein the composition is a solid that is soluble in water, and has a pH of about 2 and about 6 in a use solution.
