1. A method comprising:
sending, by a user device, information indicative of a first characteristic associated with the user device;
receiving information indicative of a second characteristic, wherein the second characteristic is associated with a network device;
determining, based on the first characteristic and the second characteristic, a quality of connectivity between the network device and the user device;
associating, based on the quality of connectivity between the network device and the user device and based on a capability of the user device to receive a beacon at a first modulation rate, the user device with the network device; and
receiving, based on the user device associating with the network device, data at a second modulation rate.
