1. A system comprising:
a memory; and
one or more processors coupled to the memory and configured to:
arithmetically decode a bit stream to generate bin sequences;
inverse binarize the bin sequences to produce raw syntax element data;
store the raw syntax element data to the memory;
retrieve the raw syntax element data stored in the memory; and
process the raw syntax element data retrieved from the memory to generate coding block data for an image.
