1. A cementitious mixture comprising:
a reactive aggregate;
a hydrating solution, comprising water with a salt content greater than 0.5 ppt; and
an activating material comprised of at least 40% calcium oxide,
wherein the reactive aggregate has an oven-dried bulk density in a range of between about 0.25 gm/cc and 3.5 gm/cc such that a ratio between the activating material and the reactive aggregate is between 0.01 and 10, by mass.
