1. A message sending method, comprising:
generating a scrambling code according to a scrambling code initialization seed cinit, wherein the scrambling code initialization seed meets the following expression:
cinit=(NIDNcell+1)((10nf+└n2/2┘)modk14+1)·29+NIDNcell, wherein k14 is an integer power of 2,
wherein NIDNcell is a cell identity, nf is a radio frame number, and ns is a slot number; and
sending a scrambled first message on a first channel, wherein the scrambled first message is provided by scrambling a first message according to the scrambling code starting from a slot of a radio frame indicated by the slot number and the radio frame number.
