1. An OTA master configured to update one or more software on in-vehicle device, the OTA master being configured to connect to an in-vehicle network including the in-vehicle device and communicate with an OTA center over a network, the OTA master comprising one or more processors configured to:
determine whether a change has occurred in a configuration of a combination of the software on the in-vehicle device before and after a predetermined timing;
when the change has occurred, out of software groups each composed of the combination of the software, acquire configuration information on the software group in which the change has occurred; and
send the acquired configuration information to the OTA center.
