7. A terminal comprising:
reception circuitry, which, in operation, receives broadcast information indicating a first resource group configured for a demodulation reference signal (DMRS) based procedure, the first resource group including at least two resource sub-groups associated with a pathloss threshold value;
control circuitry, which, in operation, determines a resource sub-group from the at least two resource sub-groups based on a pathloss measured at the terminal and the pathloss threshold value, and determines a parameter indicating ra-ResponseWindowSize; and
transmission circuitry, which, in operation, transmits a random access preamble based on the resource sub-group;
wherein the reception circuitry, in operation, receives a random access response based on the parameter relating to ra-ResponseWindowSize, the parameter relating to ra-ResponseWindowSize being different between the first resource group and a second resource group.
