1. A method for inter prediction of a current picture block, implemented by a video coding apparatus, comprising:
determining a merge candidate motion information list of the current picture block, wherein the merge candidate motion information list comprises a plurality of candidates and at least one piece of combined candidate motion information, and first combined candidate motion information in the at least one piece of combined candidate motion information is obtained by averaging P pieces of candidate motion information in the merge candidate motion information list, wherein P is an integer greater than or equal to 2;
determining, in the merge candidate motion information list, target motion information corresponding to a target index identifier, wherein the target index identifier indicates a position of one of the plurality of candidates and the combined candidate motion information in the merge candidate motion information list that comprises the target motion information; and
predicting motion information of the current picture block based on the target motion information, wherein the motion information of the current picture block is for inter prediction of the current picture block, and wherein the first combined candidate motion information comprises an average value of P1 candidate motion vectors that are in the P pieces of candidate motion information and that correspond to a first reference list, and/or an average value of P2 candidate motion vectors that are in the P pieces of candidate motion information and that correspond to a second reference list, wherein 1<P1≤P, 1<P2≤P, and P1 or P2 is an integer greater than or equal to 2.
