1. A device comprising:
a substrate having a surface;
a signal line coupled to the substrate and covered by an insulation layer;
an electrical pad coupled to the signal line; and
an electrode coupled to the signal line, wherein at least one of the electrode and the signal line includes a plurality of conductors, the plurality of conductors including aluminum and including gold, wherein the plurality of conductors are configured based on a physiological susceptibility property of a tissue, wherein the plurality of conductors includes a plurality of nanorods and wherein the plurality of nanorods are randomly oriented.
