1. An antiviral concentrate having activity against non-enveloped viruses including norovirus comprising:
an alkyl 2-hydroxycarboxylic acid;
at least 0.5 wt. % of a sulfonated surfactant, wherein the sulfonated surfactant is one or more of hexyldiphenyl oxide disulfonate or a C8-C18 alkyl diphenyl oxide disulfonate;
at least 30 wt. % of a C1 to C6 alcohol; and
water.
