1. A method comprising:
identifying an event disrupting connectivity of an apparatus to a first network;
determining, for the apparatus, that the apparatus has a connection to a second network;
based at least in part on identifying the event disrupting connectivity of the apparatus to the first network and determining that the apparatus has the connection to the second network, determining to transmit a message for the apparatus indicating that the apparatus has network connectivity,
based at least in part on determining to transmit the message for the apparatus, transmitting the message indicating to one or more neighboring devices that the apparatus has network connectivity;
receiving a first relay request that was transmitted from a first device to the apparatus and a second relay request that was transmitted from a second device to the apparatus;
forwarding, using the connection of the apparatus to the second network, a message associated with the first relay request; and
transmitting, to the second device, a backoff message.
