1. A method of decoding network abstraction layer (NAL) unit information, the method comprising:
receiving a network abstraction layer unit header syntax structure having two bytes; and
decoding (i) a nal unit type syntax element and (ii) a nuh temporal id plus one syntax element sequentially in a second byte of the network abstraction layer unit header syntax structure, wherein
the nal unit type syntax element specifies a NAL unit type, wherein (a) a name of the nal unit type syntax element specified by using a first value represents IDR_W_RADL, (b) a name of the nal unit type syntax element specified by using a second value represents IDR_N_LP, (c) a name of the nal unit type syntax element specified by using a third value represents CRA_NUT, and (d) a name of the nal unit type syntax element specified by using a fourth value represents GRA_NUT,
the first value, the second value, the third value, and the fourth value are consecutive values,
the consecutive values immediately follow a fifth value specifying a reserved non-IRAP VCL NAL unit type,
the consecutive values immediately precede a sixth value specifying a reserved IRAP VCL NAL unit type, and
the nuh temporal id plus one syntax element minus one specifies a temporal identifier for a NAL unit.
