1. A decoding method comprising:
generating a prediction block for a current block in a current picture by performing inter prediction for the current block; and
generating a reconstructed block for the current block using the prediction block,
wherein a list comprising a plurality of candidates for the inter prediction for the current block is generated,
wherein each of the plurality of candidates comprises a plurality of candidate motion vectors,
wherein a first neighboring block motion vector of a first neighboring block is used as one of a plurality of candidate motion vectors of each of at least three candidates of the plurality of candidates in the list,
wherein a second neighboring block motion vector of a second neighboring block is used as one of a plurality of candidate motion vectors of each of at least three candidates of the plurality of candidates in the list,
wherein a candidate of the plurality of candidates is generated using both of the first neighboring block motion vector and the second neighboring block motion vector,
wherein each of the plurality of candidates comprises additional information which is not the first neighboring block motion vector nor the second neighboring block motion vector,
wherein the prediction block is generated based on the list, and
wherein the plurality of candidates define different reference regions for the inter prediction using a geometric transformation using a plurality of candidate motion vectors and the additional information of each of the plurality of candidates, respectively.
