1. A transportable elongate vehicle impact barrier that comprises:
(a) an outer shell in an elongate lower section of the barrier that defines a cavity, the outer shell comprising a base wall, opposed side walls and opposed end walls that define the cavity;
(b) an upper structural element extending along the length of the barrier and connected to the outer shell, the upper structural element comprising any one of a hollow beam, a hollow box beam, and a solid beam;
(c) a solid block of a ballast material in the cavity formed from a pourable settable ballast material; and
(d) complementary connectors affixed to the opposed end walls of the barrier to allow a plurality of the barrier to be connected together in end-to-end relationship;
wherein the upper structural element and the ballast material provide the barrier with sufficient rigidity for resisting collapse of the barrier in response to vehicle impact.
