1. A blocked polyisocyanate composition comprising a blocked polyisocyanate derived from an active hydrogen compound, a polyisocyanate and a blocking agent comprising a malonic acid ester,
wherein the active hydrogen compound has both a number-average molecular weight of 60 to 5,000 and an average number of functional groups of 1.6 to 2.4, and
an amount of a constitution unit derived from the active hydrogen compound relative to 100 parts by mass of a constitution unit derived from the polyisocyanate is 0.05 parts by mass to 10 parts by mass.
 
18. A blocked polyisocyanate composition comprising a blocked polyisocyanate derived from a polyisocyanate and at least one blocking agent,
wherein the blocked polyisocyanate comprises
a constitution unit of general formula (I):

in the general formula (I), R11, R12 and R13 are each independently an alkyl group which may have at least one substituent selected from the group consisting of a hydroxy group and an amino group, a total carbon number of R11, R12 and R13 is 4 to 20, R14, R15 and R16 are each independently a hydrogen atom or an alkyl group which may have at least one substituent selected from the group consisting of a hydroxy group and an amino group, and a wavy line indicates a bond, and a constitution unit of general formula (II):

in the general formula (II), R21, R22, R23 and R24 are each independently a hydrogen atom or an alkyl group which may have at least one substituent selected from the group consisting of a hydroxy group and an amino group, and a wavy line indicates a bond,
wherein a molar ratio of the constitution unit of general formula (II) to the constitution unit of general formula (I) is 4/96 to 96/4.
 
28. A blocked polyisocyanate composition comprising a blocked polyisocyanate derived from an active hydrogen compound, a polyisocyanate and a blocking agent comprising a malonic acid ester, wherein
the active hydrogen compound has both a number-average molecular weight of 60 to 5,000 and an average number of functional groups of 1.6 to 2.4, and is a polyol A,
the blocked polyisocyanate comprises a constitution unit of general formula (I):

in the general formula (I), R11, R12 and R13 are each independently an alkyl group which may have at least one substituent selected from the group consisting of a hydroxy group and an amino group, a total carbon number of R11, R12 and R13 is 3 to 20, R14, R15 and R16 are each independently a hydrogen atom or an alkyl group which may have at least one substituent selected from the group consisting of a hydroxy group and an amino group, and a wavy line indicates a bond, and
a molar ratio of hydroxy groups contained in the polyol A to the constitution unit of the general formula (I) is 0.5/99.5 to 15/85.
